AIM
The
guidelines recommend good practices that in line with internationally recognized
best practices which are aimed at helping public Universities attain at least
minimum standards in each aspect of higher education and to stimulate them
to continuously improve their programmes in support of the national aspiration
of making Malaysia the centre for educational excellence.
The guidelines are designed to encourage diversity of approach within a framework that is compatible with national and global human resource requirements and the socioeconomic development needs of the community. They are not meant to stifle the growth of higher education with rigid criteria. Thus the guidelines define requirements for undergraduate education in broad outlines only, within which individual universities can creatively design their programmes of study and to appropriately allocate and use resources in accordance with their stated mission, goals and learning objectives.
The guidelines
are divided into nine areas or aspects:
(1) Vision, Mission, Goals and Learning Objectives
(2) Programme Design and Teaching Learning Approaches
(3) Assessment of Students
(4) Student Selection and Support Services
(5) Academic Faculty
(6) Educational Resources
(7) Programme Approval, Monitoring and Evaluation
(8) Leadership, Governance and Administration
(9) Continuous Quality Improvement
Each area is divided into criteria which cover input, performance or management aspects. Each criterion is operationally defined at two levels of attainment: basic and quality development standard.
