BACKGROUND
The
education sector forms the largest percentage of public expenditure that
indicates the higher value given to education, relative to that of other
public investments. In 2002, Malaysia and Thailand allocated more than
25 % of public expenditure for education, Mexico and New Zealand more
than 20 %, Chile, Korea, Peru and USA more than 15 % whilst Australia,
Philippines, Japan and Russia more than 10 % (Education at a Glance,
2005). Yet, some educational projects and programmes are carried out
without proper need analysis and have no realistic goals and objectives
despite the resources that have been committed.
The
lack of information on program performance and impact hinders informed
decision making on the direction of projects and programmes. Thus,
projects and programmes may continue to run despite being no longer
relevant, effective, efficient nor economical. The need to focus on
results necessitates policy makers to conduct formative and summative
evaluation as well as to develop performance indicators and monitor
projects and programmes. Therefore evaluation of programmes and projects
is an essential element of sound governance of educational policies.
The
3rd
APEC Education Ministerial Meeting supported the priority
towards effective governance and systemic reform in education. One of
the concerns towards effective governance and systemic reform is the
need to address transparency and accountability of educational service
delivery. This means that policy makers and managers need information
that would answer questions regarding the relevance, effectiveness,
efficiency, impact, cost effectiveness and cost benefit of projects and
programmes.
The
conference would be opened for all areas of evaluation within the
educational realm and this includes program and project evaluation,
needs assessments, costs analysis and impact evaluation.

OBJECTIVES OF THE CONFERENCE
-
To promote evaluation as an
indispensable tool in the planning and implementation of educational
programmes.

To illuminate the various approaches,
theories and models of evaluation and their adaptation to the
educational realm in the effort towards enhancing the knowledge and
skills of educational evaluators.

To disseminate key evaluation
findings of educational projects and programmes pertinent to
educational planners and practitioners as valuable lessons learned
and explore options relevant to their own economies.
